Zakat Fitrah To Memorizing Homes Alquran

Basically there are eight ashnaf (groups) of zakat recipients or mustahik as mentioned in the following paragraph:

إِنَّمَا ٱلصَّدَقَـٰتُ لِلۡفُقَرَاۤءِ وَٱلۡمَسَـٰكِینِ وَٱلۡعَـٰمِلِینَ عَلَیۡهَا وَٱلفُُۡ Amen هِۗ وَٱللَّهُ عَلِیمٌ حَكِیمࣱ {سُورَةُ التَّوۡبَةِ: ٦٠}

: In fact, zakat is only for the needy, the poor, amil zakat, whose hearts are softened (converts), to (liberate) slaves, to (free) people who are in debt, for (jihad) in the way of Allah and for people who are on their way, as an obligation from Allah. And Allah is All-Knowing, All-Wise." {QS At-Tauba}

The verse above mentions eight groups of zakat recipients that are standard, especially starting with lafazh innamaa which means "only". Even Imam Syafi'i Rahimahullah is of the opinion that this verse shows the fardlu law regarding the distribution of zakat given to the eight groups. In fact, according to him, must be comprehensive.

It is true that there is no mention in the verse above of the existence of a foundation or an orphanage even though they are students who memorize it Alquran. Because the lafazh "fi sabilillah" at the time of the Prophet sallallãhu 'alaihi wasallam was ghuzãh or people who fought in the way of Allah.

In fact, basically the majority of classical scholars from the four schools of thought assert that orphans or social foundations are not entitled to receive zakat.

However, there are some Ulama who allow zakat to be given to orphans & social foundations, provided that the orphans belong to one of the groups receiving zakat, such as the needy or the poor. Or if the social foundation is engaged in goodness such as tahfizh boarding schools, etc., & more importantly they are trustworthy.

It is stated in Fakhru Razi's interpretation that what is meant by "sabilillah" in Surah At-Taubah verse 60 is of a general nature and is not limited to mujahid fi sabilillah.

But even though there are some Ulama who allow zakat to be distributed to orphans who memorize it Alquran or social foundations, but with the record that the eight main groups have received their zakat proportionately. Because social foundations or orphans can get a share of sunnah alms, while zakat is obligatory charity. Even if social foundations or orphanages receive zakat, they fall into the fi sabilillah category as meant by some Ulama who allow it.
