The Minister of Manpower and Transmigration Muhaimin Iskandar stated that he would emphasize the duties of the National Agency for the Placement and Protection of Indonesian Workers or BNP2TKI. This improvement is one of the government's efforts to improve services to Indonesian workers (TKI).
The Minister of Manpower and Transmigration revealed this after a closed meeting with the Head of BNP2TKI Mohammad Jumhur Hidayat at the Selapanjang Migrant Workers Return Returns Data Building, Tangerang City, Banten, Monday (27/9/2010) afternoon. Also attending were Acting Director General of Manpower Placement Development Abdul Malik Harahap, Roostiawati Director of Overseas Placement, BNP2TKI Secretary Eddy Sudibyo, Deputy Placement Ade Adam Noch, and Deputy Protection Lisna Pulungan.
"We are consolidating the policy and implementation areas which will continue to be refined. Which is the manpower policy and which is the authority of BNP2TKI, in the near future we will improve it as soon as possible, "said Muhaimin.
According to Muhaimin, BNP2TKI can oversee the implementation of 200 hours of TKI training for competency certification according to the requirements for the departure of prospective TKI from the Ministry of Manpower and Transmigration. BNP2TKI can also carry out training, which has been held by the private sector, and preparations for final departure (PAP) of prospective migrant workers before leaving.
The Minister of Manpower and Transmigration will make a more detailed inventory of how BNP2TKI can implement ministry policies. To that end, the Minister of Manpower and Transmigration will issue new regulations to improve the four old regulations relating to the placement and protection of Indonesian migrant workers in accordance with Law Number 39/2004.
The four regulations are Permennakertrans Number 15 / MEN / VIII / 2009 concerning Revocation of Mennakertrans Regulation Number 22 / MEN / XII / 2008 concerning Implementation of Placement and Protection of Indonesian Workers Abroad, Permennakertrans Number 16 / MEN / VIII / 2009 concerning Issuance Procedures Permits for the Deployment of Prospective Indonesian Workers Abroad for Private Placement of Indonesian Migrant Workers, Permennakertrans Number 17 / MEN / VIII / 2009 concerning the Implementation of Final Provisions for the Departure of Indonesian Workers Abroad, and Permennakertrans Number 18 / MEN / VIII / 2009 concerning Forms, Requirements, and Procedures for Obtaining Overseas Worker Cards.
Meanwhile, Jumhur is optimistic that the Minister of Manpower and Transmigration will hand over the service affairs of TKI to BNP2TKI as the sole authority. According to Jumhur, this step is an increasingly better policy direction.
"About 200 hours of training, we are ready. In fact, the absence of the training participants had already used fingerprints. PAP is already using multimedia equipment. Hopefully (the handover of implementation from the Mennakertrans) can be in not too long, "said Jumhur.
Separately, Migrant CARE Executive Director Anis Hidayah said he agreed with the division of authority to eliminate overlapping services for TKI. However, Anis doubts the ability of BNP2TKI to carry out these tasks because the implementation of deployments to Korea and Japan is still problematic.
